There is no evidence that any of these photos are the actual works of the FBI. For example, Mogilevich's photo most certainly is not an FBI photo. Authorship of the photos is basically unknown so COM:PRP applies.

Delete Agreed. The FBI and other law enforcement agencies take "wanted" photos wherever they can find them and more or less ignore copyright. By definition, if the FBI was able to take the photograph, then the person is no longer one of the "Ten Most Wanted Fugitives". . Jim . . . .
